Sanitary Import Permit Requirements for Import of Horns & Hooves into India
Importing animal-origin products into India is strictly regulated to safeguard public health and prevent the entry of animal diseases. Horns and hooves, commonly used in industrial applications, are allowed into India only under specific sanitary and veterinary conditions — and a Sanitary Import Permit (SIP) is mandatory. At GOODMAN EXIM CONSULTING, we help importers navigate these complex requirements and ensure 100% compliance with Indian regulations. Below are the essential conditions for importing horns and hooves into India: ✅ Sanitary Import Permit (SIP) – A Mandatory Requirement Before initiating any shipment, importers must obtain a Sanitary Import Permit (SIP) from the Department of Animal Husbandry & Dairying (DAHD), Government of India. 👉 Without a valid SIP, the consignment will not be cleared by Indian Customs or the Animal Quarantine & Certification Services (AQCS). ✅ Veterinary & Processing Requirements for Horn/Hoof Imports Origin of Animals Horns/hooves must come from animals slaughtered for human consumption at an approved abattoir. The animals must pass both ante-mortem and post-mortem examinations. Country Risk Status Imports are allowed only from countries classified by the World Organisation for Animal Health (WOAH/OIE) as Negligible or Controlled risk for BSE (Mad Cow Disease). The country/zone of origin must also be free from Foot and Mouth Disease (FMD) Type C, SAT 1, 2, 3. Special Processing (if FMD exists/has existed in the country) Completely dried with no trace of horn core, flesh, or tissue. Boiling for at least 1 hour OR immersion for 24 hours in 1% formaldehyde solution. Precautions taken to prevent re-contamination. Approved Processing Facility Processed in an establishment approved or registered by the competent authority in the exporting country. Post-treatment contamination-prevention measures ensured. Packing and Transport Packed in clean, disinfected bags. Transport vehicles disinfected and cleared by the appropriate authority. Why Compliance and SIP Matter? Any lapse in compliance can lead to: Rejection of consignment at Indian ports Penalties and delays from regulatory authorities Financial losses for importers That’s why professional assistance is crucial to prepare the SIP application, veterinary certificates, and manage end-to-end documentation.
